ZRP Beatrice unleashed dogs on man’s genitals and brutally assaulted other three(3)men during arrest an incident that left their health status in a compromising condition.
The incident follows the arrest of four men who are accused of stealing (7) cattle belonging to Moffat Mwan(Complainant) ,a Farm Manager at Koala residing at Alicedale West in Beatrice.
Blessing Mutambi(18), Tichaona Matemba(17), Prosper Mutini(25) and Matheus Nziramasanga(67) appeared before a Chitungwiza Magistrate and are facing charges of contravening Section 114(1) (a) of the Criminal Law Codification and Reform Act Chapter 9:23(Stocktheft).
According to Tamutswa Muzana the lawyer of the fourth acused (Matheus Nziramasanga) the police acted unlawfully in unleashing dogs during the arrest of the four accused. The dogs viciously chewed man’s genitals during the issuing of arrest.
“It is very cruel and causing unbearable pain on the accused persons who are presumed to be innocent when dogs are set on them and the first accused is actually nursing wounds on his genitals as his manhood was chewed by the dogs and he is suffering untold pain because of those who are actually supposed to be protecting him.”
Apart from this, the police went further in assaulting all the acused before holding the for more than 48 hours a predicament which Muzana labelled inhumane and unconstitutional.
“My clients were treated inhumanely as dogs were set on them and they were severely beaten by rogue elements within the police force who have got not even an iota of respect of our constitution. In tandem with this unconstitutional tendency the accused persons were held by the police beyond the constitutionally permissible 48 hours. Our police force needs to be categorically told that they are only allowed to use constitutionally means in eradicating crime anything else make them criminals.”
